[ARCHIVED] Sergeant Kelly A. Ruddell Promoted to Lieutenant

At the May 3, 2021 Regular Meeting of the Board of Commissioners of Upper Moreland Township, Police Sergeant Kelly A. Ruddell was promoted to Lieutenant of Police.

Lieutenant Ruddell enlisted with the Upper Moreland Township Police Department on August 30, 1999. After Lieutenant Ruddell’s enlistment she attended the Delaware County Police Academy graduating in February 2000. Kelly was assigned to the patrol division after graduating the police academy. While a patrol officer Kelly excelled as an evidence custodian, OIC and a Field Training Officer. Kelly was promoted on March 3, 2014 to the rank of Sergeant.

Upon being promoted to Sergeant, Kelly was assigned to supervise the police department civilian staff, handled the administrative tasks of and for the police department. In 2017 Kelly was tasked with the design and implementation of the Upper Moreland Police Department’s Traffic Safety Unit. Under her supervision the Traffic Unit became a highly productive unit within the police department not only dealing with traffic complaints and related issues but also addressing quality of life concerns within the community.

Lieutenant Ruddell is a 2017 graduate of Northwestern University’s School of Police Staff and Command. She is also a 2020 graduate of the FBI’s Law Enforcement Executive Development Program with her Trilogy in Supervision, Command, and Executive Management.

Lieutenant Ruddell graduated from Penn State University in 1999 with a Bachelor’s of Science degree in Administration of Justice. In 2011 she graduated from the Philadelphia College of Osteopathic Medicine with a Master’s Degree in Forensic Medicine.

In addition to her professional achievements and promotions Kelly is the mother of three children and the wife of Upper Moreland Township Police Department’s Sergeant Peter Ruddell.
