Advisory Planning Agency
Adopted by the Board of Commissioners by Ordinance No. 792; amended 6-7-2004 by Ordinance No. 1488 (Title 2, Chapter 6, Article 1, of the 1977 Code), the APA makes recommendations to the Board of Commissioners on proposed amendments to Title 9, "Land Development and Subdivision" and Title 10, "Zoning," of the Township Code of Upper Moreland.

Environmental Advisory Council

Historical Commission
In July of 2001, the Upper Moreland Board of Commissioners passed an Historic Preservation Ordinance to encourage preservation of sites significant to the history and development of the Township and to establish a Historical Commission chartered with administering that ordinance and developing an Inventory of Historical Properties.

Human Relations Commission
Established by Ordinance #1696 at the October 5, 2020 Regular Meeting of the Board of Commissioners, to prohibit discrimination in employment, housing, commercial property and public accommodations within the Township.

Parks and Recreation Advisory Council
The Board of Commissioners by resolution dated April 11, 1972, created an committee to advise and aid the Board in connection with the Parks and Recreation programs in the community.

Police and Fire Civil Service Commission
The Civil Service Commission is an oversight board created by the Board of Commissioners for the purpose of overseeing the hiring and promotion process within the Township Police and Fire Departments, as required by the Pennsylvania First Class Township Code.

Revitalization Task Force
An advisory committee appointed by the Upper Moreland Board of Commissioners as part of Montgomery County’s Economic Development plan has worked on three major projects over the past several years.

Transportation Impact Advisory Committee
The Committee serves in an advisory capacity and develops land use assumptions, conducts roadway sufficiency analysis studies, and makes recommendations as to the development of road improvements, capital improvements, and impact fees within the Township.

Uniform Construction Code Local Appeals Board
Established by the Board of Commissioners, to carry out its interests in promoting public health and safety, the Appeals Board hears appeals, requests for variances or extensions of time under the provisions of the Uniform Construction Code and authorizes other necessary action.

Zoning Hearing Board
The Board of Commissioners shall appoint by resolution five residents of the Township, none of whom shall hold any other office in the Township, to serve as the Zoning Hearing Board of the Township, each member serving a term of not more than five years in length, with the terms staggered so that the term of office of one member shall expire each year. A member of the Zoning Hearing Board may be reappointed to successive terms.

Police Pension Fund Committee
The Plan shall be administered by five Trustees, appointed by the Board of Commissioners.

Vacancy Board
The Vacancy Board shall consist of the Board of Commissioners and one registered elector of the Township, who shall be appointed by the Board of Commissioners at their Reorganizational Meeting.
